JIU/REP/2019/9 Review of contemporary practices in the external outsourcing of services to commercial service providers by United Nations system organizations
The present report assesses the strengths, weaknesses, opportunities and threats of utilizing the option of external outsourcing to commercial service providers, outlines the existing enabling legislation and policy in this realm, and provides a tool-kit for organizations to improve how such outsourcing is conducted and managed. The topic is being reviewed by the JIU after 17 years, following a proposal from the United Nations Secretariat.

The JIU’s review of change management in the United Nations system (JIU/2019/4) has been recognized by the United Nations System Staff College (UNSSC) as a significant addition to knowledge base on change management across the UN system.
JIU/REP/2019/8 New review concludes that inter-agency mobility policies do not serve the needs of organizations or the aspirations of staff well enough.
The concept of inter-agency mobility has long been prominent, but remains limited and the opportunistic application of the 2012 inter-organizational Agreement, largely driven by the desire to avoid responsibility for financial liabilities, is eroding the functioning of the regime to the disadvantage of staff.

On 27 December 2019, the United Nations General Assembly adopted a dedicated resolution (A/RES/74/253) on the review of the Joint Inspection Unit on the topic of enhancing accessibility for persons with disabilities to conferences and meetings of the United Nations system (JIU/REP/2018/6).

The JIU report on policy research uptake presented for the fourth time in 2019
At the invitation of the Geneva Science-Policy Interface and University of Geneva, Inspector Petru Dumitriu, accompanied by Sofia Palli, Evaluation and Inspection Officer, and Hervé Baudat, Research Assistant, presented for the fourth time this year the JIU report entitled “Strengthening policy research uptake in the context of the 2030 Agenda for sustainable development”.
JIU meets the Chairs of the United Nations system Oversight Committees to discuss audit, oversight and ethics functions, and whistleblower protection policies
On Tuesday 10th December 2019, the JIU participated in the meeting of the Chairs of the United Nations system Oversight Committees. Spanning their most recent work, the JIU Chair Sukai Prom-Jackson, and Inspectors Eileen Cronin, Aicha Afifi, Petru Dumitriu and Gönke Roscher introduced the work of the JIU.
Joint Inspection Unit hosts roundtable on e-learning platforms
On 2 December 2019, the Joint Inspection Unit, in partnership with the Geneva Learning Network, initiated and hosted a roundtable on current practices and trends in the use of e-learning platforms. The event was organized as part of the preparation of the ongoing review on “Policies, programmes and platforms in support of learning; towards more coherence, coordination and convergence” coordinated by Inspector Petru Dumitriu.

On 18 November 2019, Inspector Jean Wesley Cazeau of the Joint Inspection Unit was invited to be the keynote speaker at “Measuring Fairness: From Living in a Tent to Affording the Rent,” an event held by the Fair Internship Initiative (FII) to mark the release of their first quality score index for UN internships.

On 26 October 2019, at the invitation of the University of Bern and the Swiss Network for International Studies (SNIS), Inspector Petru Dumitriu made a presentation on “How can we improve the influence of academic research in policy making and make research more palatable in international organisations?” in a session entitled “Research collaboration and communication beyond the ivory tower”.

JIU/REP/2019/6 Review of audit and oversight committees in the United Nations system
The present report reviews audit and oversight committees, which are functions at the center of the governance mechanisms of United Nations system organizations with the potential to enhance transparency and accountability, and efficient and effective use of member States’ resources.
JIU/REP/2019/4 Review of change management in United Nations system organizations
The present review is about change management in organizational reforms across the United Nations system. Close to 20 per cent of United Nations system organizational reforms over the past decade focused on what needed to change in terms of structures, systems, and processes, but did not address how it should change, and the management of that change, including: preparing, equipping and supporting individuals to successfully adopt that change in order to drive organizational success and outcomes.
JIU opened a high-level Conference on blockchain
On 26 September 2019, Inspector Petru Dumitriu of the Joint Inspection Unit opened a Conference on the impact of blockchain on sustainable development co-organized with Macro Geneva Labs (https://gemlabs.webnode.com/), at the Palais des Nations. The opening session enjoyed the participation of Mr. Pierre Maudet, State Councillor of the Canton and City of Geneva, in charge of economy.
Joint Inspection Unit presents preliminary conclusions on learning in the United Nations system in a meeting on diplomatic training
On 20 September 2019, Inspector Petru Dumitriu was invited as a panellist in the 46th Meeting of Deans and Directors of Diplomatic Academies and Institutes of International Relations. The meeting was organized by the Graduate Institute of International Studies, DiploFoundation, Geneva Centre for Security Policy, and UNITAR, under the auspices of the International Forum on Diplomatic Training.
JIU/REP/2019/3 Review of the integration of disaster risk reduction in the work of the United Nations system in the context of the 2030 Agenda for Sustainable Development
The present report contains a review of the work of the United Nations system entities, focusing on inter-agency coordination and systemic coherence for a more effective and efficient implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, which was endorsed by the General Assembly in its resolution 69/283 in 2015.
Joint Inspection Unit received the WASD Sustainable Development Award
Following a decision of its International Advisory Board of the World Association for Sustainable Development (WASD), the Joint Inspection Unit of the United Nations system was conferred the Sustainable Development Award 2018. The Award ceremony took place on 17 June 2019, in London, on the occasion of the 17th International Conference of WASD.
