The Joint Inspection Unit (JIU) welcomes Makiese Kinkela Augusto (Angola) as new Inspector, with effect from January 1, 2026
On 2 January 2026, the Joint Inspection Unit (JIU) welcomed Inspector Makiese Kinkela Augusto of Angola, bringing to the Unit more than two decades of experience in multilateral diplomacy, governance, and budgetary oversight. Shortly after taking up his functions, Inspector Augusto shared reflections on his professional journey, guiding principles, and priorities for his mandate.
A Career at the Heart of Multilateral Governance
Inspector Augusto is a career diplomat and served as Ambassador of the Republic of Angola. His professional background spans senior roles within both the United Nations system and Member State representations. Early in his career, he worked at the Office of the United Nations High Commissioner for Human Rights (OHCHR) in Geneva and supported the Presidency of the Human Rights Council between 2013 and 2015.
He subsequently spent over a decade in Geneva as a delegate, leading the African Group in major multilateral forums, including UNCTAD, WIPO, IOM, the WTO, and the Human Rights Council. Most notably, Inspector Augusto served six years on the Advisory Committee on Administrative and Budgetary Questions (ACABQ), gaining first-hand experience in budgetary scrutiny, accountability mechanisms, and management reform across the UN system.

For Inspector Augusto, independence is both a professional obligation and a personal principle. Drawing on his experience in politically sensitive environments, he emphasizes evidence-based analysis, transparency, and ethical rigor as essential foundations for credible oversight—values fully aligned with the JIU’s mandate.

As he begins his mandate, Inspector Augusto identifies resource constraints, overlapping mandates, uneven reform implementation, and emerging technological and geopolitical risks as key challenges facing the UN system. He sees the JIU’s greatest value in promoting system-wide learning, strengthening enterprise risk management, improving digital governance, and enhancing results-based budgeting and accountability frameworks.
Through his work, Inspector Augusto aims to contribute to a more effective, transparent, and resilient United Nations system—better equipped to serve Member States and deliver on its global mandates.
