JIU Presentation of the Management and Administration review of UNEP at the meetings of the Committee of Permanent Representatives in Nairobi, Kenya

Inspector Conrod Hunte of the Joint Inspection Unit (JIU) presented the findings and recommendations of the Management and Administration review of UNEP to the Committee of Permanent Representatives (CPR) of UNEP, including the CPR subcommittee meeting on 11 September 2025 and the 171st CPR meeting on 16 September 2025.
The presentation encompassed all areas covered within the scope of the review, ranging from the overall governance and management framework to strategic planning, human resources and oversight issues. The Inspector also outlined changes undertaken by the UNEP secretariat during the conduct of the review.
The review highlights eight formal and 27 informal recommendations. The formal ones address the CPR’s mandate and role, the secretariat-level delegation of authority framework, the implementation of the One UNEP delivery model, the update of the resource mobilization strategy, further development of the risk management framework, the development of a knowledge management strategy, and the need for increased focus on evaluating strategic and corporate issues.
Member States and UNEP management expressed appreciation for the content of the review and its associated recommendations. Ms. Inger Andersen, Executive Director, presented UNEP’s management response, reaffirming its commitment to implementing the recommendations and highlighting progress already attained on several areas identified for improvement, particularly the recommended functional review.
All five formal recommendations addressed to the Executive Director were accepted, while the three formal recommendations directed at the UNEP governing bodies will be further assessed during their upcoming meetings. Additionally, during its 171st meeting, the CPR adopted recommendations directed to the Executive Director and the UNEP secretariat, incorporating elements of informal recommendations emanating from the JIU review. The management of UNEP has also indicated its intent to report comprehensively on the implementation of informal recommendations to the CPR.
