JIU at 60: High-level panel to explore how independent system-wide oversight contributes to change 4 November 2026 | Geneva

As part of its 60th anniversary celebrations, the Joint Inspection Unit of the United Nations System (JIU) will convene a high-level panel discussion on 4 November 2026, bringing together representatives of Member States, executive management, governing bodies and the oversight community to explore how external independent system-wide oversight contributes to meaningful institutional change across the United Nations system.

Entitled “From Recommendations to Results: How Independent System-wide Oversight Contributes to Change,” the event will take place from 15:30 to 17:00 CET in the Tempus Room at the Palais des Nations in Geneva, with online participation available.

Established by the United Nations General Assembly in 1966, the JIU is the only independent external oversight body with a system-wide mandate. For six decades, its reviews and recommendations have contributed to strengthening governance, accountability, coordination and management practices across participating organizations.

Against the backdrop of ongoing UN reform efforts, financial constraints and growing demands for accountability, the anniversary panel will provide an opportunity to reflect on the role of the JIU in supporting institutional improvement and organizational learning.

The discussion will move beyond the formal acceptance and implementation of JIU recommendations to explore how JIU findings can inform decisions, strengthen policies and practices, and contribute to sustained change, while examining both the factors that enable such change and the obstacles that may hinder it. After all, the publication of an oversight report is not the end of the process: the real test of independent system-wide oversight lies in what happens next, what enables recommendations to translate into meaningful results, and what stands in the way.

Bringing together perspectives from across the UN system

Moderated by Conrod Hunte, Chair of the JIU, the panel will feature:

  • Eileen A. Cronin, Inspector, Joint Inspection Unit;
  • Thomas Asare, Assistant Secretary-General, World Meteorological Organization (WMO);
  • H.E. Mumtaz Zahra Baloch, Ambassador of Pakistan to UNESCO and Chairperson of the Special Committee of the UNESCO Executive Board;
  • H.E. Thomas Gürber, Ambassador and Permanent Representative of Switzerland to the United Nations Office and other international organizations in Geneva;
  • Tuncay Efendioglu, Chair, UNIDO Independent Oversight Advisory Committee.

Drawing on their respective experiences, panelists will explore the roles of Member States, governing bodies, executive management and oversight mechanisms in translating recommendations into results. The discussion will also examine the conditions that enable effective follow-up, the challenges of sustaining institutional improvements and the lessons that can inform the future of independent system-wide oversight.
