JIU issues report on consideration and action taken on the reports and recommendations of the JIU by UN system organizations.
The Joint Inspection Unit is pleased to announce the release of its report on the consideration and action taken on the reports and recommendations of the JIU by United Nations system organizations, prepared by Inspector Gönke Roscher.
Adequate measures to follow-up on JIU reports and recommendations contribute to the effectiveness of the Unit in fulfilling its system-wide evaluation, inspection and investigation mandate, as spelled out by articles 11 and 12 of the JIU statute.
The current review assessed the progress made since 2017, when the Unit reviewed and made proposals on the same subject matter (JIU/REP/2017/5). It identified improvements in the handling and consideration of JIU reports and recommendations by its 28 participating organizations and the Unit. However, it found persisting shortcomings in terms of, among others, decisions on establishing a formal follow-up system for the handling of JIU reports and recommendations by the secretariats and governing bodies, consideration of reports and related decision-making, in particular by governing bodies, on acceptance and monitoring of implementation of JIU recommendations. In this respect, the independent audit and oversight committees play an important role which in some cases should be expanded. Furthermore, the JIU web-based tracking system does not longer meet the required technical standards and needs to be replaced with an up to date and versatile database.
In the pursuit of improving consideration and action taken on JIU reports and recommendations by United Nations system organizations, the review puts forth six formal recommendations, two of which are addressed to the legislative organs and governing bodies and four of which are addressed to the executive heads of the United Nations system organizations. These are complemented by twenty-one informal recommendations.
