The Joint Inspection Unit of the United Nations system elects its Chair and Vice-Chair for 2021 and adopts its programme of work

The Inspectors of the Joint Inspection Unit (JIU) on 12 January elected Inspector Jorge Flores Callejas (Honduras) as Chair and Inspector Gönke Roscher (Germany) as Vice-Chair of the Unit for 2021. The Unit also adopted its programme of work for 2021 at its resumed Winter Session. The programme of work includes five system-wide projects and the reviews of management and administration in two of its participating organizations and will be presented to the General Assembly at its seventy-fifth resumed session later this year.

 

The JIU Chair for 2021, Inspector Jorge Flores Callejas joined the Unit in 2011 with 25 years of professional experience with the UN through various positions. He was a five-year member of the UN Advisory Committee on Administrative and Budgetary Questions and former Ambassador, Deputy Permanent Representative of Honduras to the United Nations. At the JIU, Inspector Flores produced over the years reports on topics covering enterprise resource planning, cloud computing, south-south and triangular cooperation, safety and security, climate change and procurement, and conducted management and administration reviews of ECLAC and WIPO. In 2015-2016, he issued a series of management letters on the follow-up given by the United Nations system organizations to the reports and recommendations prepared by the Unit. Inspector Flores previously served as JIU Chair for the year 2015.

 

Ms. Gönke Roscher joined the Unit in 2016. Her extensive experience covers the United Nations and multilateral affairs on budgetary and financial issues, management and oversight, administrative and human resources issues. As an Inspector, she recently reviewed the state of the investigation function in the United Nations system organizations and is about to release a report on the ethics function. She also conducted the management and administration reviews in the Universal Postal Union (2017) and in the United Nations Office for Project Services (2018).

 

 

In January 2021, three new Inspectors joined the Unit for a 5-year term: Mr. Jesús Miranda Hita (Spain), Mr. Victor Moraru (Republic of Moldova) and Mr. Tesfa Alem Seyoum (Eritrea).

The Joint Inspection Unit is the only independent external oversight body of the United Nations system mandated to conduct system-wide evaluations, inspections and investigations. It seeks to ensure the optimum use of available resources by the United Nations system, and to enhance the efficiency of its administrative and financial functioning.
