Professional Experience

As Inspector, Cihan Terzi was the author or co-author the following reports, notes, management and confidential management letters since 2006:

  • Voluntary contributions in United Nations system organizations: Impact on programme delivery and resource mobilization strategies.
  • Review of the working capital fund in the World Meteorological organization 
  • Review of management and administration in the World Meteorological Organization

2002-2005

Financial Counsellor, Permanent Mission of Turkey to the United Nations, responsible for Administrative and Budgetary (Fifth) Committee issues.

1997-2002

Head of Department, General Directorate of Revenues of the Ministry of Finance, Turkey. Responsible for: Revenue budget and tax policy issues; public financial management projects; statistics and research; information and communications system. In this capacity some activities carried out as follows: 

Preparation of revenue budget and tax policy; Negotiations with the IMF regarding tax policy and tax administration issues in the context of standby arrangements; negotiations with the World Bank regarding tax policy and tax administration issues in the context of programmatic financial and public sector adjustment loans; Member of the Turkish delegation to the Organization for Economic Cooperation and Development (OECD) for annual country economic surveys; Member of the Turkish delegation to annual meetings of the IMF and the World Bank; Participant in the economic policies, tax analysis and statistics working groups of the OECD.

1985-1997 Inspector, Tax Inspection Board of the Ministry of Finance, Turkey. Wide experience in inspection of corporations and individual businesses.
