Born: 1943, Louga, Senegal. Married, four children.

Formation et de Perfectionnement
Administratifs (CFPA). Holder of
decorations and awards from Senegal
(Commandeur de l’O.N.L), Cameroon, Mexico, the OAU, etc...

International conferences and specialized bodies

Member of the Senegalese delegation to thirthy regular sessions of the UNGA, from 1971 to 2005. Delegate to various specialized committees of the General Assembly, mostly to the Fifth Committee (Administrative and Budgetary Questions) and to the Committee for Programme and Coordination (CPC).

Permanent Representative of Senegal to the OAU and UN-ECA in Addis Ababa, to UNEP & UN-Habitat in Nairobi, participating to Summits, Ministerial conferences or Experts meetings within the OAU, ECA, UNEP, UN-Habitat, OIC ( Islamic Conference) , IOF (Francophonie), NAM, G.77 , G.15, Africa-Europe Summit and African-American Summit. Member of OAU major subsidiary organs, including the Advisory Committee on Administrative and Budgetary Matters, Committee on Contributions (Chairman 1993 - 1998), Committee on OAU Structures, on the Reform of the Charter, OAU Mechanism on Conflicts (1993 - 2001).

Special Representative of OAU Secretary-General and Head of OMIB Mission to Burundi (1993 - 94); OAU Special Representative to Eritrea for the Referendum on Independence (March - April 1993); OAU Special Representative for the Tenth Anniversary of the African Commission on Human and Peoples’ Rights (Banjul 1997). Special Rapporteur on Administrative and Financial matters at the Fourth Conference of Ambassadors and Consuls General of Senegal (Dakar, July 1999) and member of the permanent follow up Committee.

Permanent Representative of Senegal to the United Nations (New York, 2001 - 2004): member of the ECOSOC, of main GA and ECOSOC subsidiary bodies ; Chairman of ECOWAS Ambassadors Group, african facilitator on Conflicts, African coordinator on HIV/AIDS ; Vice-President of the 58th session of UNGA, 2003 - 2004. 24 August 2005 : elected by the UNGA as Inspector, JIU, Geneva.
