Dr. Mohamed Mounir Zahran, national of Egypt, holds a Licence Cum Laude from Cairo
University, "Diplômes d’Etudes Superieures" from Cairo and Paris Universities, and a
"Doctorat d’Etat" in Public Law, from Paris University.

Dr. Zahran started his career as an Attorney at Law, then joined the Egyptian diplomatic service in 1958, where he served in the Departments of International Organizations, International Economic Affairs, Research, and Cabinet of the Minister of Foreign Affairs.

He was posted to the Egyptian embassies/missions in Paris, Brussels, Washington D.C, New York, Ambassador to Morocco and Permanent Representative to the United Nations and International Organizations in Geneva. He served as Special Envoy and Personal Representative of the President of Egypt to the African Countries, and Personal representative of the President of Egypt to the G-15 developing countries.
Dr. Zahran represented Egypt in the United Nations and many Specialized Agencies and regional organizations. He chaired several legislative bodies and committees of them such as GATT/ WTO, the Conference on Disarmament (C.D), UNCTAD, WIPO among others.
Most recently, he served as a member of the Advisory Committee on Administrative and Budgetary Questions of the United Nations (ACABQ), Member of the Advisory Board of the United Nations Peace Building Fund. The UN General Assembly, at its 61st session, elected Dr. Zahran as Inspector in the Joint Inspection Unit (JIU).

Dr. Zahran authored books on “L’Administration Locale en Egypte”, “L’Association Internationale de
Développement et sa Contribution au Développement Economique”, and articles in
Arabic, English and French in various periodicals on disarmament , legal,
political, economic, political, security and human rights issues.
